Strategic Planning – Who Needs It?

Have you ever hopped into the car and just drove without directions to your destination? Chances are you wandered aimlessly, took a wrong turn or two or even became lost. What you really needed was a map. Not only do individuals need maps, organizations also need a map. For an organization, their strategic plan serves as a roadmap to the future. It provides the organization’s vision and mission statements and identifies specific goals and objectives to get achieve them.
In January of this year, the American Society of Highway Engineers Greater Hampton Roads Chapter (ASHE-GHR) began our strategic planning process. The members of the strategic planning group included past and present Board members in addition to highly active members of the Chapter. During our planning workshops, we reviewed and updated our Vision, Mission, Values and Goals for our Chapter. For each of the goals, objectives and performance measures were developed. Goal Champions were identified for the four established goals. Goal Champions are Board representatives assigned to provide general guidance and oversight to the various committees who support the goals. The Goal Champions and the associated committees and shown on the graphic.
Our Vision, Mission, Values and Goals are as follows:
Vision – The American Society of Highway Engineers Greater Hampton Roads Chapter will be the regionally recognized forum for the highway industry.
Mission – To provide a forum for members and partners of the highway industry that fosters education, innovation, and fellowship; promoting a safe, sustainable and efficient highway system.

Because the goals of ASHE-GHR are vital to our organization, I will focus my President’s message on one of the goals in each edition of the newsletter. I look forward to serving as your President for this year. Please feel free to contact me or any of the board members if you have any suggestions to enhance your membership in ASHE-GHR.

Beth Drylie
Position: President
Representing: Michael Baker Jr., Inc.
Beth Drylie, P.E., Vice President of Michael Baker Jr., Inc., is responsible for the full provision of transportation services in Virginia. In addition, Ms. Drylie is responsible for Baker’s construction services division in the Mid Atlantic region. With more than 25 years of experience in planning, design and construction of infrastructure projects, Ms. Drylie brings the full life cycle aspect to each project. She has served on numerous boards for both professional and non-profit organizations.

Dave Bradshaw
Position: Vice President
Representing: Clark Nexsen
David Bradshaw is a graduate of Old Dominion University with a Bachelor of Science degree in Civil Engineering (1986). He is a lifetime resident of the Hampton Roads area and over 25 years of experience in the private sector where he has mainly concentrated on the design and construction of roads and bridges. David is a Principal with Clark Nexsen, Architecture and Engineering located in Norfolk, Virginia and is the Director of the firm’s Transportation Engineering Section. He is a registered Professional Engineer in Virginia, Ohio, North Carolina, Maryland, and Mississippi. David and his wife, Christine, reside in Virginia Beach, Virginia and have five children.

Frank Fabian
Position: 2nd Vice President
Representing: VDOT
Frank Fabian joined the Virginia Department of Transportation (VDOT) as a Senior Project Manager in May 2010, bringing over 30 years of experience in design/ engineering and construction management to the project management team for the Hampton Roads District. Previous infrastructure project experience includes; transportation, power generation, water and sewer and industrial manufacturing.
He is currently engaged with the resolution of technical issues associated with the Downtown Tunnel/Midtown Tunnel/ MLK Expressway Extension (DT/MT/MLK) Project and upon execution of the Comprehensive Agreement, will be responsible for managing and delivering the project to VDOT and the public.
Mr. Fabian earned his BSCE at the Rochester Institute of Technology in 1981. In pursuing his graduate degree, he received an MBA from St. Bonaventure University in Management and Marketing. He is a registered Professional Engineer in Virginia and West Virginia and holds a General Contractor’s license in Construction Management.
Mr. Fabian has developed a passion for being involved with transportation solutions and views the DT/MT/MLK project as a “first step” project in a series of projects that will ultimately improve and enhance the mobility of the Tidewater Area of Virginia.

Steven Holland

Mr. Holland is a project engineer in the Virginia Beach roadway group of Kimley-Horn & Associates, Inc. Mr. Holland has six years of professional experience in the planning, design, and construction of highways ranging in complexity from interstates to local roads and serving clients in the state, municipal, and private sectors. He has been a member of ASHE Greater Hampton Roads Chapter since 2007, on the Board of Directors since 2009, and Treasurer since 2010. Mr. Holland is a lifelong Hampton Roads resident, born and raised in Portsmouth. He is a 2004 graduate of Virginia Tech with a bachelor’s degree in Civil Engineering and is a licensed professional engineer in Virginia.

Mike Prezioso

Representing: MBP
Mike Prezioso, PE, CCM, is a Senior Vice President with McDonough Bolyard Peck, Inc. (MBP), a firm specializing in providing construction management services to the industry including program management, inspection, scheduling, cost estimating, constructibility review and claims analysis. With more than 27 years of experience, Mike leads the firm’s southeastern Virginia operations. Mike is very active with the transportation industry having recently completed management of the local I-64/Battlefield Boulevard construction project and has served on the ASHE Greater Hampton Roads Board in various positions since the Sections inception. He is also a Certified Construction Manager (CCM) and serves on the Board for the Central Virginia Chapter of Construction Management Association of America.

Steve Chapin
Position: Regional Director (2010-2012)
Representing: AECOM
Mr. Chapin is Senior Vice President and Virginia Market Director for Transportation for AECOM. He has been with AECOM (and predecessor firms) since 1984.
He is a 1975 graduate of the Virginia Military Institute, and a member of the Tau Beta Pi Engineering Honor Society.
He has been married to his wife, Sherry, for 32 years. They have two grown children and two grandchildren.

Michelle Martin
Position: Director (2010-2012)
Representing: PB Americas
Michelle Martin is a civil engineer and certified Project Manager with eight years of experience focusing primarily on transportation and site design. Her roadway design experience includes roadway widening, intersection design, and the design of interchanges. Her experience with site design includes parking lot layout, grading, stormwater, and utility design. Michelle also has experience in traffic analysis and design and has been responsible for the development of traffic impact studies, signal design plans, pavement marking and signage plans, traffic calming measures, as well as speed studies.

Steve Rowan

Mr. Rowan has a Bachelor of Arts in Urban Affairs, Virginia Polytechnic Institute & State University in 1984,
A Master of Engineering in Operations Research from Old Dominion University in 2002, as well as a Master’s Certificate in Project Management from The George Washington University in 2008. He is also a Graduate of the Transportation Project Management Institute, Center for Transportation Studies, University of Virginia.
Mr. Rowan has twenty-seven years of Highway Transportation experience with VDOT, including project and program management in the areas of Maintenance & Operations, Construction Management, Urban Program Management, and Program & Investment Management.

Kelli Stamm

Ms. Kelli Stamm is responsible for the planning and execution of various marketing tactics ensuring they are properly representative of PMI values.
Ms. Stamm is responsible for the preparation of proposals, tracking of proposed projects as well as maintaining marketing records.
She manages strategic advertising programs with engineering firms as well as City, State and Government Agencies.

The editorial staff of ARTBA’s “Transportation Builder” (TB) magazine is planning its eighth annual special section in the September-October issue featuring outstanding photos of highway, transit, bridge, tunnel, airport, port or waterway projects from across the nation. It has been a huge success in the past.
This will provide a great opportunity to showcase for TB’s readers your company’s or agency’s work in the design and construction of transportation improvement projects.
Please send all photographs with captions and the name of the photographer and submitting company via email to ARTBA’s Jaime Mahoney. Photos may also be sent on a PC-formatted CD-ROM (no floppy disks) by mail to Jaime at: The ARTBA Building, 1219 28th St., N.W., Washington, DC 20007. The guidelines below should help you in submitting your photo. All submissions must be received by Friday, August 12, 2011.
Submission criteria:

• Maximum of 2 photos per member company.
