Harold Caples, PE, CCM, VCCO is a Senior Cost Estimator for VDOT. Mr. Caples graduated from the Virginia Military Institue with a BS in Civil Engineering. He has 13 years with VDOT, 7 in years in local government, and 3 years in private industry. He started working in the Cost Estimation Office in February 2022.

Ray Johnston, PE is a Senior Cost Estimator for VDOT. Mr. Johnston graduated from the Virginia Military Institue with a BS in Civil Engineering. He has 19 years with VDOT and 19 in the private industry. He started working in the Cost Estimation Office in September 2021.
